Position Description

The Collaborating, Learning, and Adapting (CLA) Technical Director serves as an expert and contributor on diverse topics and approaches relevant to LINC’s mission of promoting locally-led development, including collective action/impact, capacity strengthening, systems thinking, engaging and empowering local voices, communities of practice, inclusive development, organizational development, and CLA. The Technical Director will support, and serve as a resource to, LINC’s growing portfolio of global projects; support business development efforts; author technical and knowledge products; build the capacity of LINC staff; and engage in outreach and thought leadership. They will use their skills and experience to promote locally-led development and advance LINC’s mission.

The Technical Director will have demonstrated project management and business development skills, particularly for USAID contracts, and experience in geographies including Africa and MENA, Latin America and the Caribbean, Asia, and Europe/Eurasia. They will also have experience in technical sectors including democracy, human rights, and governance (DRG); economic growth; youth; climate change; and health. They will also have direct experience with facilitation, collaboration, and training, including for host-country partners and USAID. The Technical Director should be willing to travel internationally approximately 10-15% of their time.

Responsibilities

LINC’s dynamic environment requires the successful candidate to provide support across multiple domains, including project management, technical support, business development, and thought leadership. Responsibilities include:

  • Provide technical leadership, support, and expertise to LINC’s portfolio of long- and short-term projects. Support may be provided in the form of remote and on-site design, analysis, technical assistance, facilitation, evaluation, research, reporting, collaboration with partners and/or other technical experts, training, and presentation to clients.
  • Lead project teams, as delegated by the CEO, undertaking responsibilities to ensure overall delivery of the activity, including oversight of the team, adherence to workplan, reporting, invoicing and backstopping schedules, coordination with partners and client communications.
  • Support business development efforts, including proactive identification of opportunities with new and existing clients, conducting capture trips, serving as capture lead, and contributing to technical proposals, including authoring and/or review of technical approaches.
  • Spearhead and/or support strategic initiatives, including the development/piloting of new approaches, refinement of methods, delivery of training both internally and externally, and identification and implementation of independent research to support LINC’s mission.
  • Generate knowledge products for internal use and for external dissemination that contribute to LINC’s thought leadership.
  • Actively identify and engage with relevant thought leadership communities and communities of practice, potentially including leading learning or coordination activities, technical contributions, and presentations. Identify individual professional development opportunities for personal growth and/or for LINC colleagues.
  • Provision of technical mentoring and support to other LINC technical and project management staff, partners, and clients.
  • Other duties as assigned.

Skills and Qualifications

The successful candidate will be an entrepreneurial, team-oriented leader with excellent technical skills, experience in the international development space, and a passion for improving the effectiveness of social change efforts around the world. Specific qualifications include:

  • Master’s degree in international development, international relations, social sciences, public administration, or related field;
  • Minimum of 10 years professional experience in international development, preferably including overseas work on donor-funded programming;
  • Demonstrated experience with tools and approaches including capacity strengthening, organizational development, collective action/impact, systems thinking, engaging and empowering local voices, communities of practice, inclusive development, and CLA;
  • Proven facilitation and training experience;
  • Experience with social network analysis strongly preferred;
  • Proven project management and business development skills;
  • Excellent communication, coordination, and client management skills;
  • Ability to work under pressure and within deadlines;
  • Demonstrated ability to collaborate within teams and to take initiative for new products or services.

Additional desired skills and qualifications include:

  • Experience living and/or working in developing countries;
  • Proficiency in Spanish, French, or Arabic.
