Position Description
LINC is seeking an Energy Sector Reform Expert for anticipated MCC-funded data quality review work in Sierra Leone. The assignment will focus on assessing the feasibility and quality of proposed electricity-sector indicators, reviewing measurement frameworks and indicator definitions, evaluating data availability and collection methodologies, and identifying risks and gaps in planned monitoring, reporting, and verification systems.
The Energy Sector Reform Expert will support the Team Leader and broader DQR team by providing technical expertise on electricity-sector reform, utility performance, regulatory and tariff issues, sector financial sustainability, and reform-related performance indicators. The expert will contribute to indicator refinement, assessment of data sources and methodologies, stakeholder consultations, analysis of data quality risks, and development of recommendations to strengthen monitoring systems and performance measurement approaches.
This is a consultant position contingent upon award.

Responsibilities
- Support the Team Leader in developing the DQR methodology, work plan, and inception materials.
- Provide technical expertise on electricity-sector reform, utility management systems, tariff development, sector governance, financial sustainability, and performance monitoring.
- Review reform-related energy-sector indicators, definitions, data collection processes, administrative data systems, and reporting workflows.
- Assess data quality issues related to sector reform indicators, including cost recovery, tariff regimes, subsidies, collection performance, utility financial flows, sector performance, and related institutional data systems.
- Support stakeholder consultations and fieldwork to understand current data processes, data availability, quality risks, institutional responsibilities, and reporting challenges.
- Contribute to data flow mapping, documentation of metadata, and assessment of indicator data against relevant data quality standards.
- Support the development of practical recommendations to strengthen data quality, reporting systems, institutional capacity, and use of reform-related performance data.
- Contribute to drafting reports and preparing presentations on DQR findings and recommendations.
Skills and Qualifications
Successful candidates should have:
- A minimum of a Master’s degree in Economics, Energy Economics, Public Policy, Electrical engineering or its equivalent.
- Minimum of five (5) years of professional experience in system network planning, design, regulation, including utility management systems, tariff development, and sector performance monitoring.
- At least three (3) years of experience in designing and using data gathering tools for energy sector performance monitoring as well as analyzing power sector data, including experience with indicators relating to energy sector reforms.
- Familiarity with electricity-sector performance indicators such as cost recovery, collection rates, tariff adequacy, subsidies, utility revenues and costs, sector financial flows, regulatory performance, and institutional reform indicators preferred.
- Experience in implementation of at least two (2) similar projects in energy or related sector, preferably in sub-Saharan Africa or other developing countries, particularly Sierra Leone.
- Exceptional written and oral communication skills.
- Fluency in spoken and written English required.
