Position Description
LINC is seeking an Energy Sector Transmission and Distribution System Expert for anticipated MCC-funded data quality review work in Sierra Leone. The assignment will focus on assessing the feasibility and quality of proposed electricity-sector indicators, reviewing measurement frameworks and indicator definitions, evaluating data availability and collection methodologies, and identifying risks and gaps in planned monitoring, reporting, and verification systems.
The Energy Sector Transmission and Distribution System Expert will support the Team Leader and broader DQR team by providing technical expertise on power transmission and distribution systems, utility performance data, energy-sector indicators, and measurement frameworks. The expert will contribute to indicator refinement, assessment of data sources and methodologies, stakeholder consultations, analysis of data quality risks, and development of recommendations to strengthen monitoring systems and performance measurement approaches.
This is a consultant position contingent upon award.

Responsibilities
- Support the Team Leader in developing the DQR methodology, work plan, and inception materials.
- Contribute technical expertise on transmission and distribution systems, utility operations, network performance, and energy-sector data sources.
- Review energy-sector indicators, data collection processes, administrative data systems, and reporting workflows.
- Support stakeholder consultations and fieldwork to understand current data processes, data availability, quality risks, and reporting challenges.
- Assess data quality issues related to transmission and distribution indicators, including reliability, losses, outages, maintenance, access, and related utility performance measures.
- Contribute to data flow mapping, documentation of metadata, and assessment of indicator data against relevant data quality standards.
- Support the development of practical recommendations to strengthen data quality, reporting systems, and institutional capacity.
- Contribute to drafting reports and preparing presentations on DQR findings and recommendations.velopment, sector governance, financial sustainability, and performance monitoring.
- Review reform-related energy-sector indicators, definitions, data collection processes, administrative data systems, and reporting workflows.
- Assess data quality issues related to sector reform indicators, including cost recovery, tariff regimes, subsidies, collection performance, utility financial flows, sector performance, and related institutional data systems.
- Support stakeholder consultations and fieldwork to understand current data processes, data availability, quality risks, institutional responsibilities, and reporting challenges.
- Contribute to data flow mapping, documentation of metadata, and assessment of indicator data against relevant data quality standards.
- Support the development of practical recommendations to strengthen data quality, reporting systems, institutional capacity, and use of reform-related performance data.
- Contribute to drafting reports and preparing presentations on DQR findings and recommendations.
Skills and Qualifications
Successful candidates should have:
- A minimum of a Master’s degree in electrical engineering or its equivalent.
- Being a registered member in an Engineering professional registration body preferred.
- Minimum of five (5) years of professional experience in power system network planning, design, regulation and management of medium and low voltage electrical systems (generation, Transmission and distribution projects).
- At least three (3) years of experience in designing and using data gathering tools for energy sector performance monitoring as well as analyzing power sector data, including experience with indicators relating to energy sector.
- Experience in implementation of at least two (2) similar projects (Survey data collection, DQR/ Data Validation, or sector studies) in the energy or related sector in the last ten (5) years.
- Experience working in (a) developing country, (b) Sub-Saharan Africa, (c) Sierra Leone preferred.
- Exceptional written and oral communication skills.
- Fluency in spoken and written English required.
