We do this by implementing programs and delivering consulting and training in the areas of systems thinking, monitoring, evaluation, research, and learning (MERL), capacity-strengthening, and collective action. LINC is implementing the USAID Local Evaluation and Evidence Support (LEES) effort. LEES aims to provide technical and advisory services for organizational and evaluation capacity strengthening to local evaluation organizations and evidence networks in selected countries where USAID works, that will allow them to effectively engage in USAID evaluations, including the capacity to receive direct funding from USAID to conduct, use, and share evaluations. In addition, LEES will develop a local evaluator community of practice to strengthen the local organizations’ networks and establish relationships between the community of practice and regional and international evaluation associations. The program will also provide management and capacity-strengthening support to local organizations that are contracted or awarded grants by USAID Operating Units and Missions to conduct evaluations of USAID activities on a buy-in basis.
