LINC is implementing the USAID Local Evaluation and Evidence Support (LEES) effort. LEES aims to provide technical and advisory services for organizational and evaluation capacity strengthening to local evaluation organizations and evidence networks in selected countries where USAID works, that will allow them to effectively engage in USAID evaluations, including the capacity to receive direct funding from USAID to conduct, use, and share evaluations. In addition, LEES will develop a local evaluator community of practice to strengthen the local organizations’ networks and establish relationships between the community of practice and regional and international evaluation associations. The program will also provide management and capacity-strengthening support to local organizations that are contracted or awarded grants by USAID Operating Units and Missions to conduct evaluations of USAID activities on a buy-in basis.

Position Description

LINC is preparing to launch LEES in its second country, Ghana. The Country Facilitator will support all LEES activities in Ghana, conducting outreach to local stakeholders, supporting capacity assessments, and facilitating in-person training events over a period of approximately one year.

This is a consultant position contingent upon USAID approval. This position is open to Ghanaian nationals.

Responsibilities

  • Provide on-demand support in coordinating LEES activities in Ghana under the guidance of the Chief of Party and Evaluation Specialist.
  • Support planning for events such as the LEES project launch and in-person training events.
  • Conduct outreach to local actors to generate interest in LEES activities and follow up on LEES tasks such as verifying application data and checking organizational references.
  • Provide support to the LEES organizational capacity assessment process.
  • Support for organization identification and vetting processes, including contacting and tracking references, updating selection trackers, and other support tasks identified by LINC.
  • Support the Evaluation Specialist and Capacity Strengthening Specialist in adapting the LEES training to the Ghanaian context as requested.
  • Provide support to LEES training activities within Ghana, including facilitating and coordinating five in-person and hybrid events. The consultant will use facilitation best practices to ensure that in-person events are highly engaging, maximize learning, and run on time. The Consultant will undergo a short training with the Evaluation Specialist and the Capacity Building Specialist to ensure consistency and quality of the events.
  • Engage with participants in the online Google Classroom. Engagement might entail assisting with SAM.gov registrations, responding to questions on the forum, reviewing assignments, and/or providing direct support to participants.
  • Support the Social Network Analysis process and analysis.
  • Provide support in developing and maintaining professional networks and communities of practice.
  • Provide other support for LEES as requested by LINC staff.

Skills and Qualifications

Successful candidates should have:

  • Familiarity with local research and evaluation actors (organizations, firms, government entities, etc.).
  • Demonstrated experience in research, evaluation, or other evidence-generating activities.
  • Demonstrated experience with adult learning and training facilitation.
  • Excellent written and oral communication.
  • Ability to maintain a high level of engagement in a learning setting.
  • Highly organized.
  • Experience working with/understanding international donors is preferred, but not required.
