In Ghana, LINC is implementing the four-year USAID/Ghana Monitoring, Evaluation and Learning (MEL) Platform activity, which is designed to provide expert monitoring, evaluation, and learning services to USAID/Ghana staff, implementing partners, and Ghanaian stakeholders to improve USAID/Ghana’s ability to engage in evidence-based program design and increase its ability to measure, analyze, and communicate the impact of USAID programming in Ghana.

Position Description

Reporting to the Operations Director, the Office Manager will provide administrative and HR support for start-up and implementation of the MEL Platform activity and work closely with the project management, field and home office staff, subcontractors, consultants, and vendors. 

The position is open to Ghanaian nationals only. Females are strongly encouraged to apply.


  • Work closely with the Operation Director and operations staff to manage the Accra and Tamale offices and support overall activity implementation.
  • Assist with HR issues including recruitment and selection; salaries, benefits, and compensation administration; staff performance evaluations; staff development; onboarding orientations; and personnel and payroll procedures.
  • Coordinate meetings and produce minutes.
  • Support procurement, record keeping, and logistics administration in accordance with USAID and LINC’s procurement policies.
  • Coordinate domestic and international travel arrangements, including flight, hotel, visas, and car rental reservations, etc.
  • Manage inventory and asset management recording in accordance with USAID and LINC’s Asset management policy.
  • Support all security and safety measures.
  • Supervise fleets management, administrative assistant/national service personnel, and driver(s).

Skills and Qualifications

  • Bachelor’s Degree in Business Administration, Human Resources Management, or related field; or equivalent experience.
  • Minimum of 5 years’ experience working with an international contractor/donor funded project, especially USAID funded projects.
  • Familiarity with USAID policies and procedures: financial management and reporting, procurement processes (including AIDAR, CFR 226, CFR 228, ADS).
  • Fluent in English language with excellent oral and written communication skills.
  • Strong analytical, problem-solving and decision-making skills.
  • Strong organization and prioritization skills, with close attention to details in a fast-paced environment.
  • Excellent computer skills with proficiency in MS Office, e.g., Word, Excel and PowerPoint
  • Sound business ethics, including the protection of proprietary and confidential information
