Position Description

The Project Manager supports LINC’s Programs Department, the unit that oversees a diverse portfolio of long-term and short-term programs worldwide. In support of the Programs Department, the Project Manager will manage the operational, financial, and administrative aspects of projects and provide general backstopping support. The Project Manager should be able to travel internationally as needed (expected to be 10-20%), contingent upon in-country health conditions and travel restrictions.


  • Provide management and operational support to multiple concurrent project activities to ensure projects are implemented within scope and budget, and to a high level of quality, and proactively identify issues or delays facing project implementation and the means to address them.
  • Coordinate with project teams to ensure the timely preparation of periodic reports, including program and financial reports and communications materials.
  • Support project-level monitoring, evaluation, and learning.
  • Travel to program field locations to support program management, new program start-ups, or other needs, as appropriate.
  • Oversee agreements with subcontractors/sub-partners and consultants and monitor their performance.
  • Keep LINC’s communications team up-to-date on upcoming noteworthy activities and provide background/content for internal and external communications efforts as appropriate.
  • Manage and ensure compliance of contract and grant agreements with donors in consultation with finance/operations team as needed.
  • Prepare project budgets and oversee on-going expenditure tracking for assigned projects.
  • Work with finance/operations team on the preparation, review, and submission of project invoices and financial reporting documentation.

Other tasks as may be assigned.

Supervisory and Reporting Responsibility

The Project Manager will support, and potentially lead, project teams as delegated by the Senior Program Director. The Project Manager will report to the Senior Program Director.

Skills and Qualifications

The successful candidate will be an entrepreneurial, team-oriented international development professional with excellent organizational and communications skills, proven competence in supporting USAID programs, and a passion for improving the effectiveness of social change efforts around the world. They must be flexible enough to undertake several program management functions simultaneously and thrive in a dynamic environment. Specific qualifications include:

  • Undergraduate degree in international development, social sciences, public administration, business administration, or related field.
  • 4-6 years of professional experience managing/backstopping donor-funded projects, particularly ones funded by USAID.
  • Demonstrated understanding of financial, administrative, and compliance requirements of donor-funded projects.
  • Experience in preparing and reviewing financial management and reporting documentation, including budget monitors.
  • Experience working with non-US subcontractors/sub-awardees on donor-funded projects.
  • Strong organizational and multi-tasking skills.
  • Demonstrated communication and coordination skills.
  • Ability to work under pressure and within deadlines.

Additional desired skills and qualifications include:

  • Experience living and/or working in low resource countries.
  • Proficiency in Spanish, French, or Arabic.
  • Advanced degree
