Position Description

The Project Manager supports both LINC’s Programs Department and Business Development Department.  LINC’s Programs Department manages and oversees a diverse portfolio of long-term and short-term programs worldwide, while the Business Development Department supports LINC’s growth by capturing opportunities aligned with our mission and submitting high-quality proposals.

In support of the Program Department, the Project Manager will manage the operational, financial, and administrative aspects of projects and provide general backstopping support. In support of the Business Development Department, the Project Manager will support a variety of tasks including conducting capture research, recruiting candidates, liaising with subcontractors/subpartners, and supporting proposal development.

The Project Manager should be able to travel internationally as needed (expected to be no more than 5-10%), contingent upon in-country health conditions and travel restrictions. The Project Manager reports to the Senior Program Director, and will support and potentially lead, project teams as delegated.

Responsibilities

Project Management:

  • Provide management and operational support to multiple concurrent project activities to ensure projects are implemented within scope and budget, and to a high level of quality, and proactively identify issues or delays facing project implementation and the means to address them.
  • Coordinate with project teams to ensure the timely preparation of periodic reports, including program and financial reports and communications materials.
  • Support project-level monitoring, evaluation, and learning.
  • Travel to program field locations to support program management, new program start-ups, or other needs, as appropriate.
  • Oversee agreements with subcontractors/subpartners and consultants and monitor their performance.
  • Keep LINC’s communications team up-to-date on upcoming noteworthy activities and provide background/content for internal and external communications efforts as appropriate.
  • Manage and ensure compliance of contract and grant agreements with donors in consultation with finance/operations team as needed.
  • Prepare project budgets and oversee on-going expenditure tracking for assigned projects.
  • Work with finance/operations team on the preparation, review, and submission of project invoices and financial reporting documentation.

Business Development:

  • Support business development tasks including, but not limited to, recruiting and interviewing candidates, formatting CVs, authoring proposals sections, collecting pricing information, and supporting budget development.

Other tasks as may be assigned.

Skills and Qualifications

The successful candidate will be an entrepreneurial, team-oriented international development professional with excellent organizational and communications skills, proven competence in supporting USAID programs and proposals, and a passion for improving the effectiveness of social change efforts around the world. They must be flexible enough to undertake a number of program management and business development support functions simultaneously, and thrive in a dynamic environment. Specific qualifications include:

  • Undergraduate degree in international development, social sciences, public administration, business administration, or related field.
  • 4-6 years of professional experience managing/backstopping donor-funded projects, particularly ones funded by USAID.
  • Demonstrated understanding of financial, administrative, and compliance requirements of donor-funded projects.
  • Experience in preparing and reviewing financial management and reporting documentation, including budget monitors.
  • Experience supporting business development efforts, including capture and proposal development.
  • Experience working with non-US subcontractors/subawardees on donor-funded projects.
  • Strong organizational and multi-tasking skills.
  • Demonstrated communication and coordination skills.
  • Ability to work under pressure and within deadlines.

Additional desired skills and qualifications include:

  • Experience living and/or working in low resource countries.
  • Proficiency in Spanish, French, or Arabic.
  • Advanced degree
