In Ethiopia, LINC is implementing the new five-year, USAID-funded Resilience Learning Activity (RLA). The activity supports USAID and its resilience partners with learning, collaboration, and research around resilience issues in Ethiopia. RLA serves as a “learning sidecar” to USAID/Ethiopia and its implementing partners, helping them to better understand what relief and development interventions can help make households, communities, and systems more resilient to increasingly persistent shocks and stresses. RLA provides support with learning processes and frameworks, development and consolidation of learning and research agendas, and support to resilience partners for adaptive management, results measurement, and the increased integration of systems thinking and rapid feedback into their respective toolboxes.

This position reports to the Director of Research and Learning.

Position Description

The Resilience Innovation Technical Specialist will provide technical support and leadership to the development of RLA’s resilience innovation component. The Resilience Innovation Technical Specialist will help USAID and its partners push forward its understanding of what works in resilience programming, providing expertise and support to the development of resilience measurement frameworks, support to scaling-up good practices, and enhancing our understanding of what interventions lead to enhanced resilience outcomes. The position will work closely with resilience partners to identify innovation, opportunities for scaling, and learning opportunities for excellence in resilience programming. This may include the facilitation of learning visits, identification, and development of opportunities for co-financing and leverage, training partners in new methods / innovations, development of learning materials and guidance, knowledge management, etc.

Responsibilities

  • Provides technical expertise to RLA staff, USAID, and partners in technical aspects of resilience program strategy and measurement.
  • Work with resilience partners and the research team to identify innovative approaches to building resilience.
  • Development of relevant work products that contribute to RLA’s understanding of innovation and scaling.
  • Promotes cross-fertilization of new ideas and approaches across the resilience portfolio, including the facilitation of learning events, visits, and other activities.
  • Develops, convenes, and facilitates an Innovation Community of Practice (CoPr) and contributes to other communities of practice where innovative practices are explored.
  • Generates written learning and outreach materials for resilience partners.
  • Leads the development and ongoing updating of knowledge management platform for innovation in resilience programming.
  • Works to source innovation and scalable approaches to resilience through partnership with organizations implementing resilience innovations, other relevant stakeholders.
  • Develops how-to guidance on the replication and scale-up of tools, methods, and specific interventions that enhance resilience programming.
  • Works with the communications team to disseminate and amplify good practices that can be scaled.
  • Works to raise awareness and train partners on innovation scaling opportunities and methods.
  • Contributes to work planning and periodic reporting.
  • Other duties as assigned.

Skills and Qualifications

  • Advanced degree in a relevant field.
  • A minimum of 5 years’ experience managing or providing resilience technical expertise to donor-funded resilience projects.
  • In-depth understanding of USAID Ethiopia’s (and resilience implementing partners’) resilience program portfolio and strategies.
  • Understanding of resilience impact measurement frameworks and MEL strategies for identifying and assessing success.
  • Entrepreneurial orientation, demonstrated through the forging of partnerships.
  • 5+ years’ experience organizing and/or facilitating learning initiatives and outreach events.
  • A minimum of five years’ experience training / facilitating large groups.
  • Excellent planning, management, and communication skills, ability to work in teams.
  • Previous experience implementing USAID or donor-funded projects preferred.
  • Strong verbal and written skills in English (Level III for both) are required. Knowledge of Amharic is required.
