Position Description

LINC is seeking a Senior Director of Finance and Administration for the anticipated Ethiopia Collaborating, Learning, and Adapting (CLA) activity. This activity will provide direct support to USAID and USAID’s implementing partners by strengthening collaboration, coordination, and learning among USAID/Ethiopia, implementing partners, and other stakeholders; and providing high-quality, flexible monitoring, evaluation, research, and learning (MEL) services.

Reporting to the Chief of Party, the Senior Director of Finance and Administration will lead the financial, administrative, and operational aspects of the CLA activity and provide managerial oversight of the activity with responsibility for day-to-day operations, human resources, and financial management. The position will serve as Acting Chief of Party (COP) in the COP’s absence.

This is a full-time position contingent upon USAID award. Ethiopian nationals are strongly encouraged to apply.

Responsibilities

  • Manage a team of operations staff fulfilling finance, administration, grants management, security, and logistics functions. 
  • Ensure the CLA activity develops and maintains clear, efficient, and compliant office policies and procedures for all administrative, HR, financial, and operational matters.
  • Develop sound financial management systems and ensure financial management and reporting in compliance with USAID rules and regulations and LINC’s internal policies. 
  • Oversee all procurement of goods and services.
  • Manage subcontractors and, as appropriate, sub-grantees.
  • Support planning and implementation of clear security protocols and standard operating procedures.
  • Oversee vehicle management and transportation matters.

Skills and Qualifications

  • Preferably a master’s degree in public administration, financing, economics, international development, accounting or a related field.
  • Twelve years or more of progressively responsible work experience in international development or public administration; at least six years of supervisory experience. Experience managing on USAID projects in Ethiopia preferred.
  • Strong background in human resources in recruiting, staff management, and other HR responsibilities.
  • At least three (3) years of monitoring and evaluation experience.
  • Direct experience with USAID rules and regulations for award management, financial management, procurement and reporting requirements; managing subcontracts and sub-grants is a plus.
  • Demonstrated knowledge, skills, and/or experiences in financial planning and management, and procurement, among other management support areas/functions.
  • Strong verbal and written skills in English are required. Knowledge of Amharic as well as in-depth knowledge of the local operating environment in Ethiopia is preferred.
