Job Description

LINC is seeking a Senior Performance MEL Specialist for an upcoming USAID-funded monitoring, evaluation, and learning (MEL) platform in Guatemala. This Platform will provide USAID/Guatemala with high quality, demand-driven MEL technical assistance and analytical services and support for CLA delivered to USAID/Guatemala staff, implementing partners, and Guatemalan stakeholders that advance U.S. foreign policy goals and USAID’s strategic objectives in Guatemala.

The Senior Performance MEL Specialist will provide technical assistance and training to USAID staff to strengthen its monitoring capabilities and provide technical assistance and training to USAID  implementing partners (IPs) and Guatemala stakeholders to strengthen their performance monitoring, evaluation, and learning capacities.

This is a full-time position contingent upon USAID award.

  • Support USAID by facilitating the development and implementation of USAID/Guatemala’s Performance Management Plan (PMP) and Activity Monitoring, Evaluation, and Learning Plans (AMELPs).
  • Support the development of performance indicators for activities across USAID/Guatemala’s portfolio.
  • Establish performance monitoring and reporting systems, processes, and tools in collaboration with key stakeholders.
  • Assist USAID in performing data quality assessments (DQAs) or data verification assessments for the proposed AMELP indicators and develop protocols for quality data collection.
  • Provide training and technical assistance on monitoring and evaluation to USAID staff and implementing partners.
  • Support CLA approaches and coordination with other technical components.
  • Draft technical scopes of work for and supervise the performance of consultants and subcontractors.
  • Coordinate and consult with USAID, the Government of Guatemala, implementing partners, and other key stakeholders and audiences as required.

Skills and Qualifications

  • Advanced degree in applied research, monitoring and evaluation, knowledge management, economics, statistics, political science, or a related field.
  • Minimum eight years of demonstrated experience working in M&E for USAID or other donor-funded programs.
  • Experience designing and managing activity MEL plans and data collection, methods, and verification, especially related to migration.
  • Excellent collaboration, management, and communication skills.
  • Prior experience working in Guatemala required, with a strong understanding of Guatemala’s context and culture.
  • Demonstrated experience managing activities aligned with USAID’s collaborating, learning, and adapting framework required; familiarity with innovative MEL approaches preferred.
  • Fluent Spanish and strong proficiency in written and spoken English.
  • Exceptional written and oral communication skills.
  • Understanding of USAID regulations and policies, including but not limited to the Automated Directives System 201 and the Evaluation Policy.
