Baseline Evaluation

The Project: The Livestock for Increased Food Security and Trade (LIFT) project is a five-year initiative funded by the U.S. Department of Agriculture’s Food for Progress (USDA FFPr) program and implemented by Counterpart International in Kenya. The project aims to strengthen Kenya’s livestock sector by improving the availability, quality, and use of animal feed while enhancing market linkages and policy frameworks that support sustainable livestock production.

Livestock production is a critical component of Kenya’s agricultural economy and rural livelihoods. However, many producers face constraints related to feed quality, access to inputs, and inefficient supply chains. LIFT seeks to address these challenges by working with livestock producers, feed manufacturers, feed ingredient importers, retailers, and government institutions to strengthen feed systems and improve sector performance.

Key areas of support include improving livestock management practices among producers, strengthening feed manufacturing and distribution networks, promoting better feed quality standards, and facilitating policy and regulatory improvements that support trade in feed ingredients and livestock products. Through these interventions, LIFT aims to increase livestock productivity, improve food security, and expand economic opportunities across Kenya’s livestock value chains.

Timeframe: 2026

Evaluation Approach: LINC is conducting the baseline evaluation for the LIFT project to establish a comprehensive understanding of livestock production systems, feed markets, and institutional conditions at the outset of the program. The evaluation will provide the foundation for measuring project progress and outcomes over time, while also generating insights into the functioning of Kenya’s livestock and feed systems.

The evaluation uses a mixed-methods approach that combines quantitative household and business surveys with qualitative interviews and focus group discussions across key stakeholder groups. In total, the study will include nearly 700 structured surveys with livestock producers and firms participating in Kenya’s feed supply chains, complemented by qualitative research with government agencies, private sector actors, producer organizations, and other sector stakeholders.

These data collection efforts are designed to capture both farm-level production realities and the broader market and policy dynamics shaping the livestock sector. Surveys will generate statistically robust baseline indicators, while qualitative research will explore sector governance, regulatory constraints, and market system dynamics affecting feed quality, trade, and livestock productivity.

Field data collection is being conducted by our long-standing partner, Infotrak Research and Consulting, a Kenya-based research firm with extensive experience implementing large-scale surveys across the country. This collaboration combines LINC’s expertise in international development evaluation with Infotrak’s local research capacity and field implementation experience.

The resulting baseline study will provide USDA, Counterpart International, and sector stakeholders with rigorous evidence on current conditions in Kenya’s livestock and feed sectors, helping guide program implementation and future measurement of project impact.
