Position Description

LINC is seeking a Senior Evaluation Expert for an upcoming USAID-funded monitoring, evaluation, and learning (MEL) platform in Guatemala. This Platform will provide USAID/Guatemala with high quality, demand-driven MEL technical assistance and analytical services and support for CLA delivered to USAID/Guatemala staff, implementing partners, and Guatemalan stakeholders that advance U.S. foreign policy goals and USAID’s strategic objectives in Guatemala.

The Senior Evaluation Expert will provide MEL technical support to USAID/Guatemala and implementing partners (IPs) and oversee all analytical activities including evaluations, assessments, and research studies.

This is a full-time position contingent upon USAID award.

Responsibilities

  • Oversee the design, implementation, resourcing, and quality assurance of all assessments, performance and impact evaluations.
  • Design evaluation methodology, data collection methods, instruments, and protocols for evaluations.
  • Oversee data collection and analysis ensuring rigor and quality assurance.
  • Draft technical scopes of work for and supervise the performance of consultants and subcontractors supporting analytical activities.
  • Disseminate and present evaluation findings and key learnings in reports and workshops, meetings, conferences, and seminars.
  • Ensure learning from evaluations and assessments inform adaptive management by USAID and IPs.
  • Support evaluation capacity building of USAID, IPs, and Guatemalan research organizations.

Skills and Qualifications

  • Master’s degree in international development, economics, statistics, political science, monitoring and evaluation, or a related field.
  • Minimum 10 years of demonstrated experience in the design and implementation of evaluations and assessments for international development projects.
  • Proficiency in qualitative and quantitative evaluation and research methods, familiarity with innovative MEL approaches a plus.
  • Experience designing and leading evaluations and assessments in multidisciplinary setting, especially related to migration.
  • Comprehensive knowledge of and experience with a broad spectrum of quantitative and qualitative research methods, tools, and techniques.
  • Experience with statistical packages such as SPSS or STATA.
  • Excellent collaboration, management, and communication skills.
  • Fluent Spanish and strong proficiency in written and spoken English.
  • Prior experience working in Guatemala required, with a strong understanding of Guatemala’s context and culture.
  • Understanding of USAID regulations and policies, including but not limited to the Automated Directives System 201 and the Evaluation Policy.
