Carlos Zarco Mera, Mexico Program Manager, leads the USAID/Mexico Local Capacity Development Activity. As Program Manager, he is responsible for development, adaptation and improvement of a Diplomado (certificate) course for Mexican civil society organizations, and he manages the program’s relationships with USAID and other partners.
Carlos is a veteran civil society expert with 30 years of CSO experience including as Executive Director of Oxfam Mexico. His passion for CSO capacity building has led him to recent work with international donors, corporate citizenship offices, and Government of Mexico agencies to design programs supporting civil society strengthening.
Carlos has a BA in Psychology from Universidad Nacional Autónoma de México, and a Masters in Sociology from Universidad Iberoamericana.
