About the Evaluation
Midterm and final performance evaluations
Project: USAID/Kenya and East Africa (KEA) Inclusive Governance, Accountability, Performance and Participation (IGAPP) program.
IGAPP activities aim to build partnerships with and among Kenyan leaders, institutions, and organizations to promote transformational change in key governance systems and processes, particularly improving accountability and transparency in electoral and democratic processes.
Timeframe: The evaluation will be conducted in two phases over two years (2023-2025), with Phase I beginning in June 2023.
Purpose: The purpose of the evaluations is to provide evidence of the effectiveness and gaps in current election-related activities under IGAPP, to improve their implementation, and to inform the design and implementation of future USAID/KEA election-related programming.
The evaluations cover the following activities:
- Kenya-Strengthening Electoral Accountability and Inclusivity Program (SEAIP), led by the Electoral Law and Governance Institute for Africa (ELGIA).
- The Kenya Electoral Conflicts Mitigation and Civic Voter Education Support Program (ECCES), led by Act Change Transform (ACT!).
- Mulika Initiative – Peaceful and Accountable Democratic Process for a Cohesive Kenya, led by the National Council of Churches of Kenya (NCCK).
The results of these evaluations will inform USAID to better support future elections that experience increased participation and public trust, strengthened civic and voter engagement, and improved institutional capacity, transparency, and accountability.
The IGAPP activities evaluation will be conducted by LINC and its partners, The Cloudburst Group, the University of Nairobi, and Consilient.
