The Project: The USAID/Somalia Expanding Access to Justice (EAJ) is a $25M, five-year program, implemented by Pact and the American Bar Association Rule of Law Initiative (ABA ROLI) under the Human Rights Support Mechanism, a global program focused on the expansion and protection of human rights. EAJ is scheduled to end in August 2023.

Timeframe: January and October 2023

Purpose: The purpose of the EAJ Program Evaluation is to assess the effectiveness of EAJ’s justice promoters’ approach in supporting aggrieved parties in identifying the most optimal justice solution; understanding how different combinations of factors contribute to aggrieved parties’ improved navigation of available justice pathways; and generate evidence to inform decisions about future access to justice programs. USAID/Somalia will use the evaluation to (1) inform the implementation of EAJ, and (2) inform the design of future USAID access-to-justice programming.

The Evaluation will be conducted by LINC and its partners The Cloudburst Group, and Grassroots Research.

The USAID/Somalia EAJ Evaluation Program Evaluation task order was awarded under the Kenya and East Africa Evaluation, Assessments, and Analysis IDIQ.
